Sports betting in Germany: rules and supervision

Sports betting has been licensable nationwide in Germany since 2021. The same exclusion register and the same deposit limit apply to bets as to the online casino — the differences lie in the bet types and in taxation.

The three things that surprise arrivals from other betting markets

Live betting is narrow here. Bets on the final result and on the next goal are allowed; event bets at arbitrary depth during a running match are not, so an in-play menu that looked endless in another country will look short in Germany.

The deposit limit is not set per bookmaker. It is 1,000 euro a calendar month for the person, added up across every licensed operator through LUGAS, the shared limit register — a second account with a second bookmaker does not extend it.

And the stake is taxed. 5.3 per cent of every stake is due as betting duty (Section 18 RennwLottG) whether the bet wins or loses. Whether a bookmaker deducts it visibly, prices it into the odds, or absorbs it is its own decision, and one of the few points where this cost becomes comparable at all.

Licence, supervision and what follows from it

Licences are issued and supervised by the Gemeinsame Glücksspielbehörde der Länder, the joint gambling authority of the German states, based in Halle an der Saale and generally called the GGL. An operator that is not listed there may not offer gambling in Germany.

OASIS is the nationwide exclusion register. An entry takes effect immediately at every licensed operator, online and in the state casinos alike — and it is not divided by product: excluding yourself from casino play excludes you from betting in the same moment, with no second application.

Why the desk shows no table here yet

An operator comparison for sports betting will appear once it can be assembled entirely from licence holders. Until then this section stays an editorial overview rather than a list of recommendations. That is a house rule rather than an opinion: a list that sets licensed and unlicensed operators side by side takes away from the reader the one distinction they would need to make themselves.

Where this section sends you next

Most of what governs betting also governs the casino side, and it is explained there rather than twice: the GGL licence, OASIS, the 1,000 euro deposit limit and the State Treaty on Gambling. What belongs to betting alone — bet types, the live restriction, the tax rate — stays on this page. For the player's own tax position, see gambling tax in Germany.

Frequently asked

Does my OASIS exclusion cover sports betting as well?
Yes. OASIS applies across gambling products. One entry blocks online casino, sports betting, arcades and land-based Spielbanken at the same time.
Does a betting deposit count towards the same 1,000 euro limit as a casino deposit?
Yes. The limit attaches to the person and is added up through LUGAS across all licensed operators and all product types.
Which live bets are permitted?
Bets on the final result and on the next goal. In-play event bets at arbitrary depth are not allowed.
Do I pay tax on my winnings?
Under current practice a player's winnings are not income for German income tax purposes. The 5.3 per cent duty is levied on the stake and is owed by the operator.
