Operator exclusion and OASIS: the differences
Closing your account at one operator and registering in OASIS are not two strengths of the same thing. One is a contractual arrangement with a single company; the other is a nationwide entry in a statutory register run by a public authority, checked at every licensed operator and at the door of every Spielbank. They differ in reach, in legal basis, in duration, in who can end them and in what is stored — and picking the wrong one is the commonest mistake an English-speaking player in Germany makes here.

In brief
- An operator-level exclusion covers one account at one company. OASIS covers every form of licensed gambling in Germany, online and on the premises.
- The operator's tool rests on your contract with it and on the right to close a player account at any time under § 6a GlüStV; OASIS rests on §§ 8 to 8d and § 23 GlüStV.
- An operator exclusion generally ends when its term does. An OASIS entry does not expire: after the minimum duration it continues indefinitely until a written application ends it.
- Only the Regierungspräsidium Darmstadt can lift an OASIS entry — never the operator. A self-exclusion ends one week after the application arrives, a third-party exclusion one month after.
- Both are free for the player. OASIS costs money only for the businesses obliged to connect to it (§ 8c GlüStV).
- A third option sits between them: the statutory panic button under § 6i(3) GlüStV locks the account for 24 hours, without asking why and without an application to end it.
- Reach of OASIS
- nationwide all licensed forms, online and on site
- Active OASIS entries
- 367,000 as at February 2026
- Queries in 2025
- 5.2 bn about 432 million a month
- Connected businesses
- 9,000 around 41,000 premises
- Minimum self-exclusion
- 3 months default setting one year
- Minimum third-party exclusion
- 1 year no shorter term possible
The two tools side by side
Everything that follows on this page is an expansion of the six differences below. If you read nothing else, read these.
The German terms are worth keeping as you go. OASIS is the federal player exclusion system, short for the Online-Abfrage-Spielerstatus, run by the state of Hessen through the Regierungspräsidium Darmstadt on behalf of all sixteen federal states. Glücksspielstaatsvertrag, usually GlüStV, is the interstate treaty on gambling that both instruments live under.
- Reach. The operator's exclusion ends at that company's own account. OASIS applies to every form of permitted gambling in Germany: licensed online offers, betting shops, arcades and the Spielbanken. § 8(3) GlüStV requires identification against an official document and a check against the register before participation — on entering the premises in the land-based sector, before the first game of the session elsewhere.
- Legal basis. An operator exclusion is contractual. Its statutory anchor is the right in § 6a GlüStV to close a player account at any time, and beyond that it follows the company's own terms. OASIS is statutory throughout: § 8 for the exclusion itself, § 8a for entry and duration, § 8b for ending it, § 8c for costs, § 8d for the transfer of older regional registers, § 23 for the data.
- Who enters it. The operator enters its own exclusion in its own system. An OASIS entry can be made by an operator or intermediary, or by the Regierungspräsidium Darmstadt itself, under § 8a(1) and (2) — including on the initiative of a relative or a third party who supplies evidence of the ground relied on.
- Duration. An operator exclusion runs for the period the company's terms provide and generally lapses when that period ends. An OASIS self-exclusion runs for at least three months, with one year set as the default; a third-party exclusion runs for at least one year and cannot be set shorter.
- Who can end it. The operator can lift its own exclusion, and in practice often does so automatically when the term expires. An OASIS entry can be lifted only by the Regierungspräsidium Darmstadt under § 8b(1), only on a written application from the excluded person, and only after the minimum duration has run. An operator may forward the application; it cannot decide it.
- What is stored, and where. An operator exclusion is a flag in that company's customer record. An OASIS entry is a record in a central register whose permitted data categories are set out in § 23 GlüStV, including a photograph; access is restricted to the businesses obliged to check under § 8(3), and only for that check.
The one sentence that decides most cases
If the problem is this operator, the operator's own tool is enough. If the problem is that there is always another operator, only the nationwide entry helps — because the next site will also run the OASIS check before it lets you play.
Why a lapsing term is the real difference
Reach is the difference people notice; expiry is the one that decides outcomes. An operator-level break is built to end. The term runs out, the account reopens, and often the company is legally free to tell you so. OASIS is built the other way round: § 8b makes ending an entry an act that has to be applied for, in writing, after the minimum duration and by the excluded person alone.
That asymmetry is deliberate. An exclusion that lapses relies on the person being in the same state of mind months later as they were on the day they set it. An exclusion that has to be undone puts the effort on the side of resuming rather than on the side of stopping, and adds a statutory pause on top: one week from receipt of the application for a self-exclusion, one month for a third-party exclusion. The detail sits on our page about lifting an OASIS exclusion.
There is a corollary people are not always told. Choosing three months does not mean being free again in the fourth. Nothing happens on that date unless you act; the entry simply becomes liftable. For many people that is exactly the point of choosing it.
What neither tool does
Neither instrument is a payment barrier. An OASIS entry prevents participation at permitted operators; it does not stop an unlicensed site abroad from accepting a card payment, and it is not a block on your bank account. An operator exclusion does even less: it closes one door in a corridor.
Neither is visible to anyone outside the system. An OASIS entry is not a criminal record, not a credit-file marker and not something an employer, landlord, insurer or bank can look up. Access belongs to the businesses obliged to run the check and to no one else. After an entry is lifted it is no longer retrievable by operators, though the data are erased only six years after the exclusion ends, under § 23.
And neither touches the deposit limit. The cross-operator limit under § 6c GlüStV — 1,000 euro per calendar month, enforced through the limit file in LUGAS — runs on its own track and is unaffected by an exclusion at one company; see our page on the 1,000 euro deposit limit.
The 24-hour option most people overlook
Between the two sits a third instrument that is genuinely statutory and genuinely immediate. § 6i(3) GlüStV requires every licensed online operator to provide a clearly recognisable and unambiguously labelled control — the panic button — that locks the account for 24 hours. There is no question to answer, no reason to give and no application needed to end it: it lapses by itself.
It is not a small thing legally. The moment of activation is transmitted to the exclusion register under § 8a(4), and the data relating to the 24-hour lock are to be deleted within two weeks of its expiry. It is a real, recorded, nationwide-registered measure that costs a single click.
For an evening that has got away from someone, it is usually the right tool, and it leaves the harder decision for a day when it can be made properly.
Choosing between them
Three situations cover most of what readers write in about. First: one site has become a problem while gambling generally has not. Close the account there and set the cross-operator deposit limit to a figure you have thought about — a reduction under § 6c takes effect immediately, while an increase only works after a seven-day waiting period.
Second: the pattern moves from site to site. An operator-level exclusion is close to useless here, because the mechanism it fails to address is the next registration. The nationwide entry is the instrument built for it, and the application route is described on our page about applying for an OASIS self-exclusion. One warning for English speakers: the process runs in German, a fully digital application requires a BundID and the online ID function of a German identity card, and a driving licence is not accepted as identification.
Third: the person concerned is someone else. An operator exclusion is out of reach — you have no contract with the company. A third-party OASIS exclusion under § 8a can be initiated by relatives and others with evidence of the ground relied on, and the person concerned is heard before the entry is made. It runs for at least a year. The wider background is on our OASIS overview.
Whichever route applies, nothing on this page replaces talking to someone.
